GIFfunby Stone Design provides a way to create Web Animations quickly - you can use Create(tm) to make the individiual slides, or drag in any Image File directly into the GIFfun window.

Options include the ability to set delays between frames and make new movies with the drag-and-drop method. Best part is that GIFfun is totally free, including the well-commented source code.
